What does "oil-free" mean?

A product that claims to be oil free must not contain any oil (either vegetable or mineral) or liquid oil derivative (eg esters, triglycerides, hydrocarbons (squalane)).

Ingredients accepted include, silicones, lanolin, solid esters, solid vegetable fats (cocoa butter) and water soluble emollients.
